Overview

Endeavour Energy is proposing to install a mobile zone substation at our Catherine Park zone substation. This will include the installation of fibre optics between the Nepean transmission station and Alma Road, via the Catherine Park zone substation.

The proposed works for the temporary mobile zone substation will be at the existing permanent substation site, located at 30 Wilhelm Parade, in Catherine Field. The mobile zone substation will be deployed by road transportation, from Unanderra to the Catherine Park site. The mobile zone substation equipment is currently located at our Springhill Field service centre, 191-195 Five Island Road, Unanderra.

Fibre optic cables will be established within existing easements between Alma Road in Catherine Field to near Equinox Street in Oran Park; and between Oran Park Drive, Oran Park, to the Nepean transmission substation, located at 156 Springs Road, Spring Farm.

The project involves:

  • All site preparation and construction work, including site clearing, civil works, poles, conduits and trenching, transformer bunds, concrete and footings at the Catherine Park zone substation site
  • Distribution works to connect the temporary mobile zone substation to Coleman Loop to provide street supply. This involves laying cable from the front property boundary into the road reserve and across to the opposite site of the Coleman Loop
  • Transportation of the mobile zone substation from our Springhill Field services centre (near Wollongong) to the proposed Catherine Park site at 30 Wilhelm Parade in Catherine Field
  • Replacement of the existing earth wire with Optical Ground Wire (OPGW). The OPGW will be installed overhead, mostly on existing power poles, with six poles being replaced. There is a small section, from the Nepean transmissions substation to north of Liz Kernohan Drive, where the route will be underground, with the fibre optics cable being housed in existing conduits. This will involve excavation to access existing ducts and joint bays at two locations.

The need

Deployment of a temporary mobile zone substation to the Catherine Park site will support future residential land development within the Catherine Fields precinct within Sydney’s South West Growth Area in the Camden local government area.

Review of environmental factors

As the Authorised Network Operator and proponent for this proposal, Endeavour Energy will undertake an assessment of the project in consideration of all environmental, technical, financial and community impacts. Under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act), Endeavor Energy is the determining authority of the proposal.

In accordance with Part 5 of the EP&A Act, Endeavour Energy has prepared a draft Review of Environmental Factors (REF) which outlines:

  • The proposal description and justification (including benefits and objectives)
  • An overview of the relevant legislative framework
  • Consultation completed during the assessment phase
  • Consideration of alternatives
  • The environmental impact assessment and mitigation measures to be applied during construction and operation of the proposal

Community correspondence

Stakeholder input and feedback is an important part of the environmental impact assessment process. Stakeholders and landowners located close to the proposed site, will be notified of construction works. Any planned electricity outages will be notified to impacted customers and kept to a minimum and be as short as possible, to safely facilitate the development.

If approved, a Notice of Determination, containing the development consent conditions and authorising the construction works, will be issued by Endeavour Energy for the development.
